Hammurabi turned Babylon from a minor city-state into the dominant power of Mesopotamia through a long series of campaigns and shifting alliances. He is best known for the law stele bearing his name, which presents him as the shepherd chosen by the gods to establish justice in the land. His reign represents the mature legal and administrative culture of the Old Babylonian period, roughly contemporary with traditional dating of the patriarchs. The empire fragmented soon after his death.
