Description:

It didn't take long for this region to join the Capitol, seeing as most of its occupants shared similar beliefs and opinions for the future of Panem. Also, District 1 is one of the districts that neighbors the Capitol, itself. Spanning the region that was once Idaho, Montana, the Dakotas, Wyoming, Nevada, and Utah, this district quickly rose up to gain control over the expensive minerals department, which later led to them being the lead distributor of luxury among the districts.
