Description:

Like District 1, District 2 shared many beliefs and opinions as the Capitol, and it also neighbored the Capitol's borders. However, before they could officially become a part of Panem, the government of the district went back and forth for a few months before finally conceding. Over time, they became the biggest supplier of weaponry and established the most prestigious peacekeeper academy in the country. Furthermore, this district encompasses land that was formerly part of Colorado, Kansas, Oklahoma, Texas, and New Mexico.
