Description:

The first Quarter Quell. President Snow wanted this Hunger Games to stand out, commencing a new tradition of issuing a modification involving the reaping every twenty-five years. For the first Quarter Quell, Snow declared that each district had to vote on the male and female tributes instead of randomly selecting them from the reaping lottery. While the Career districts (1, 2, and 4) had volunteers, the other districts weren't so lucky. Wanting this game to stand out even more and set a standard for the forthcoming Hunger Games, this was the first games to include the chariot parade. Furthermore, Dr. Gaul revealed the phrase, "May the odds be ever in your favor," which stuck and was used as an expression of luck moving forward.
