Approximately ten years prior to the end of the Dark Days, Dr. Volumnia Gaul taught a military theory course at the University of the Capitol and instructed her students to write a paper on devising a punishment for the Capitol's enemies. Paired on the assignment, Casca Highbottom and Crassus Snow wrote the proposal for the Hunger Games. The details of how they came up with the concept for the games is still disputed. Once the Treaty of Treason was put into place and a punishment for the districts was discussed, Dr. Gaul suggested Highbottom and Snow's proposal, which was put into place just eleven days later.
