Description:

This was the first game to provide escorts for the districts, hiring people from the Capitol to host the reaping and guide their given tributes around the Capitol and into the arena. Furthermore, a training period for the tributes was implemented. Held in the peacekeeper stables, the tributes were granted access to dull weapons to practice with before they were actually put into the arena. Snow implemented the judging system where the gamemakers observed the individual tributes and presented them with ratings, which contributed to their potential sponsorships in the games. This was also the first Hunger Games where the interview was set in an actual auditorium. During this time, the gamemakers were still using the original Capital Arena; but it had mostly been repaired since the bombing, and it had been modified for the inclusion of mutts.
