For this game, Snow decided to set the majority of the game's budget into making a brand new arena that could be physically changed for each Hunger Games via a digital system accessed by the gamemakers. For the first Hunger Games in which this new arena was utilized, the landscape was just a simple tall-grass meadow with food, weapons, and other supplies placed in the center. The Cornucopia didn't come until later. This simple arena led to the games appearing anticlimactic, but it paved the way for many new exciting arena layouts. Furthermore, this is the first game where the explosions were implemented if a tribute stepped off their podium before the sixty second timer went off. They lost fourteen tributes in this way before what was supposed to be the initial bloodbath. However, they hadn't yet included the canons that fire after the tributes died, so they couldn't strictly keep track of which tributes remained. When they thought that the District 2 male tribute, Tuncay, had won, he was jumped by the two tributes of District 8, whom had formed a pact to stick together. The games ran longer because of this until the District 8 boy, Jove, was eaten by raccoon mutts sent by the gamemakers.
