From the time of the murder of Seezoram until the last year before Christ's birth, we are given no information as to who was the Chief Judge among the people.
It may well be that for those 20 years or so there was no Chief Judge, though I am skeptical about this.

But, regardless of the reason why no Judge is mentioned, in the year 1 BC we are told that Lachoneus was appointed the Chief Judge.
