The Velzen Civil War (nov 1, 1923 – aug 1, 1930)
Description:
After the 4th Hells War, Velzenia's transition into a democratic nation went horribly as the government became extremely weak and held essentially no power. This led to local gangs, factions, and groups to fill the power vacuum and provide security, economic prosperity, and government to most of the Velzen provinces, cities, and settlements. The first tsivgale of Velzenia attempted to strengthen the government, particularly the executive branch, but failed as he was forced to resign after a gang kidnapped his daughter. Ciarvath had to then deal with the political proceedings dealing with the resignation, but his platform pushed heavily anti-corruption and anti-gang activity. He established the National Police Service which was a paramilitary organization nationalized for government use. Their powers were not fully labeled, allowing them to encroach on the legal rights of citizens and prisoners. This further plunged Velzenia into a lawless nation of degeneracy and violence as most of the NPS got into shootouts, expanding the death percentages of the nation. Near the end of his term, Ciarvath declared a war on gangs and corruption and utilized his police force and some military units (although the military essentially did not exist due to the previous war) to fight against his chosen enemies. However, this got him killed as revolutionaries from the Haddakuist Party of Velzenia (who had been targeted by Ciarvath as enemies of the state). Once Ríkníṡa came into power, he dissolved the Senate and House and consolidated power under the Executive Council, thus delivering the final blow to the democratic era of Velzenia. His newly formed power allowed him to better organize and repurpose funds to fight criminals and redevelop areas impacted from the 4th Hells War and street violence. Although his political moves were considered dictatorial by most other nations, he actually began the process of reestablishing Velzenia as an important player on the world stage and fixed a good amount of problems domestically. However, corruption did not lessen even under him as he too fell folly to it as he had numerous scandals under his belt. Supposedly, he would visit brothels regularly and fathered an unknown amount of children. He participated in the illegal drug and alcohol trade and at one point, over 4,000 bottles of liquor were discovered in the basement of the Executive Building. Eventually, Ríkníṡa was assassinated, just like his predecessor, but by the Blackwater Gang, one of the largest and most powerful gangs in the Aiva State.
